In a free for all state of Jammu and Kashmir, several government employees are running Non-Government Organisations and various socio-cultural associations on full time basis. Brazenly, they keep inviting top functionaries of the administration, some of them holding constitutional positions, thus giving legitimacy to their long- drawn absence from offices. The events thus organized are also highly publicised.
Is it a matter of pride or shame for the ‘pro-active’ administration of this poor state to demonstrate such a casual approach towards habitual offenders, who do not only siphon poor tax-payers hard earned money as wages for pursuing ‘private avocations’ but also remain in limelight on public expense?
