This can happen only in Jammu and Kashmir where any minister can visit any area and sanction any amount to any extent. Believe an official handout, a senior BJP minister during his visit to Kishtwar along with a minister and two of his party’s legislators and a set of officers sanctioned whopping Rs 3.42 crore for augmentation of three water supply schemes. This is king size response to people’s woes by taking such a big decision even if the minister concerned may not be competent to sanction 1/100th of this amount as per business rules.
