JAMMU: The State Vigilance Organisation (SVO) has booked Naib Tehsildar, Bahu besides other revenue officers and officials for issuing different revenue extracts of same property falling in Chowadhi area in Jammu district.
According to SVO, a verification conducted into the allegations of encroachments of State land at village Chowadhi by Major Singh, Kamal Singh and Raspal Singh has revealed that the officers/officials of Revenue Department namely Shabir Ahmed Malik, the then NaibTehsildar, Bahu, Shabir Ahmed, the then Girdawar and Muhammad Rashid, the then Patwari Halqa Chowadhi, after entering into a conspiracy with these beneficiaries, have fraudulently and dishonestly managed the sale of State land measuring more than four Kanals to gullible purchaser falling in Khasra No. 96, at Chowadhi, where as revenue extracts were prepared , verified and attested as proprietary land of above mentioned beneficiaries falling in Khasra Nos. 55, 100 and 101 and sale deeds executed thereof. The verification also revealed that the officers/official of Revenue Department have recorded, verified and attested mutations of proprietary land of beneficiaries while as accused public servants dishonestly, fraudulently and with ulterior motive to benefit the accused beneficiaries knowingly gave possession to purchasers on State land. Verification has revealed that Shabir Ahmed, the then Girdawar had prepared a fraud Fard-e-Intikhab on which sale deed was executed and mutation No. 4653/Jeem was recorded, verified and attested by above said officers/officials on Ist October 2014 in favour of one Ram Rattan, whereas possession on State land under Khasra No. 96 was given to purchaser.
By acting in this manner, the aforesaid revenue officers/officials, by abuse of their official positions and in active connivance with each other and with the accused beneficiaries and others have, conferred undue benefit upon the afore said beneficiaries thereby causing loss to state exchequer.
The aforesaid acts of omission and commissions on the part of accused public servants namely Shabir Ahmed Malik, the then NaibTehsildar, Shabir Ahmed, the then Girdawar and Muhammad Rashid, the then Patwari and accused beneficiaries and others constituted the offences punishable under section 5(1) ( d ) read with 5 (2) J&K PC Act Svt.2006 and Sections 120-B, 420, 468 and 471 RPC. Accordingly, the SVO has registered a case and started investigations.
