Uttarakhand; Congress victim, BJP oppressor

The unpleasant atmosphere created by BJP in Uttarakhand reminds us of the quote by ‘Grouch Marx’, an American comedian and film star that ‘Politics is the art of looking for trouble, finding it everywhere, diagnosing it incorrectly and applying the wrong remedies’. The intentions of the BJP government to rule the whole India without adhering to the constitutionally established process of election stand badly shattered in Uttarakhand, where it slapped President Rule thereby committing murder of the democracy and interference of Apex Court revived the democratic fragrance in the state. The uncalled developments in Uttarakhand erupted since 18th March 2016, with the imposition of President Rule on 27th March 2016, without any report or recommendations from the Governor of the state regarding any constitutional break down of the system of things, which is mandatory, ultimately concluded with the installation of Harish Rawat as Chief Minister by winning a trust vote, after intervention by the Apex Court of the country. The row in the Uttarakhand although over but, it has given an occasion to comment upon the nefarious designs of BJP government in the Center. The BJP has given a new classification of Center-State relations. It remained a hot topic, till winning of vote of confidence that in Uttarakhand, NDA government un-lawfully misused the Constitutional provision to dethrone the democratically elected government. The Think Tank in the BJP failed to understand the sanctity behind the words of Dr. BR Ambedkar that “For a successful revolution, it is not enough that there is discontent. What is required is a profound and thorough conviction of the justice, necessity and importance of political and social rights”, where as considerations were thrown to dustbin and eagerness to grab power in Uttarakhand doctored by BJP, by instigating nine MLAs of Rawat Government to revolt and to vote for in favour of BJP to get its government installed, failed due to somewhere mistake in imposing President Rule. In my considered opinion, the mistake is due to the saying that one fails to apply mind in real perspective for a dream appearing to be fulfilled.
In order to understand the bad intentions of the BJP, one has to revisit the pre-election era of rallies and public addresses by BJP leaders, especially by then PM probable candidate Modi. In every election rally, it was very loudly aired that BJP will make India a ‘Congress Free Bharat’. By exploiting the people emotionally with lucrative commitments, the BJP came to power, but people very soon realised their folly, for falling to the trap of charismatic orator Modi, when the party president.Amit Shah during Bihar elections termed the promise of Modi , about Rs 15 lakh in individuals account as ‘Election Jumla’ and u-turn on so many other promises. The BJP expecting a thumping majority in Delhi by-elections by utilising all his resources both money and men failed to register its presence in Delhi Assembly by double digit and was reduced to countable on fingers that too not on all four fingers and subsequently crushing defeat in Bihar. These two defeats immediately after a thumping victory in Lok Sabha, frustrated the over ambitious BJP and to obtain power corridor in J and K, it went on alliance with PDP against whom it has fielded its candidates all over the State, against its big slogans of not tolerating ‘Baap Bete aur Baap Beti ki Sarkar’ in first stint and later on fell flat before PDP for re-alliance and as is said in Jammu circle, it almost went for begging of power with PDP. In Uttarakhand BJP decided to leverage the dissent within the Congress against Rawat, as a stepping stone to trying to form government in the hill state resulting in revolt against the Chief Minister by nine MLAs of ruling party. The un-constitutional move of BJP government in Uttarakhand was nothing, but its power hungry intentions and acting against the democratic set of rules, it imposed President Rule to govern the state through backdoor channels, but the judiciary who is custodian of the Constitution thwarted the move of BJP and it totally exposed the true face of BJP government, led by none else than Modi, who is always propagating himself as true law abiding PM of India and promising to give a corruption free and people friendly government and strongly exponent of better Center-State relations for a good governance and development. I like to remind Modi of his words spoken on the floor of Lok Sabha on 27th November 2015, about Constitution, he said, “‘India First’ is the only religion and Constitution the only ‘holy book’ for his government which is committed to working for all. Ruling side does not believe in forcing decisions through majority, but believes in working through consensus. ‘The country will run by the Constitution and it should be run only by the Constitution, India has fundamentally grown on this ideology”. So if something unconstitutional is done by the Central Government, authenticated by the Apex Court of the country and ‘Head of Ministry’ remains silent, it is a matter of shame and blame and this act of BJP Government has led every Indian to hide their face, because they feel ashamed of voting such a party to power, which is now misusing its powers to dethrone the opposition governments and to harm the sanctity of the Constitution.
The BJP is further exposed by its own MLAs and leaders in Uttrakhand, as after winning test by Harish Rawat, now BJP leaders in Uttarakhand have come openly to condemn the executor of destabilising the democratically elected government Vijayvargiya, facilitator from BJP and held him responsible for the entire fiasco. “We could have dealt with Rawat in our own way. But, recent developments have muddied the waters. The Congress looks like a victim and BJP a villain. Vijayvargiya’s adventurism has made things more difficult for us in the next year’s Assembly election,” a BJP MLA said. “He was in constant touch with Congress rebels and privy to every move that Amit Shah was taking in the hill state”, another BJP leader said. The ‘operation’ in the works was a secret. So much so that even local veterans – including former CMs – were clueless about it. The revelations of a party insider as reported that Congress rebels received a cold response from the BJP leadership about a year ago, when they sought help to unseat Harish Rawat. But recently the emergence of Vijayvargiya at the Dehradun, Amit Shah’s emissary changed the scene. The BJP turned warm to Rawat’s detractors. Vijayvargiya has been calling the shots in Uttarakhand over the last two months and former CM Bhagat Singh Koshyari, local stalwart Sat Pal Maharaj and others were following the dictates of Vijayvargiya. Had the issue not entered legal dispute, the BJP would have achieved its nefarious design.
The blow of Uttarakhand has given a lot to BJP to take it into their house for retrospection and to learn a deep lesson to shed its cruel policies in destabilising the democratically elected governments for its political gain and hatred politics and must respect the Constitution of the country in real spirit than to mere words stated by PM in the Lok Sabha. The politics of the country especially by BJP has not exposed the real face of Indian Politics at the national level but also on the international level. The comments from various political parties are eminent and Rahul Gandhi has taken the lead and commented that PM should learn the lesson. Well said by ‘George Orwell’, an English novelist, essayist, journalist and critic that “In our age there is no such thing as keeping out of politics. All issues are political issues, and politics itself is a mass of lies, evasions, folly, hatred and schizophrenia.”
Before concluding, the painful part of this entire episode is that, the frustration erupted in BJP Think Tank, because of this shameful defeat, has gone to the extent of even commenting in a negative and most irresponsible way, about the Apex seat of Judiciary, only custodian of the Constitution of the country. Arun Jaitley, a Supreme Court lawyer first, then defeated MP and lastly Finance Minister of the country, on 12th May commented, that the judiciary encroaching upon legislative and executive authority, “Step by step, brick by brick, the edifice of India’s Legislature is being destroyed”, Jaitley said in the Rajya Sabha on Wednesday. The remarks came on a day when the Supreme Court reinstated Harish Rawat as the Chief Minister of Uttarakhand, following the Congress’ victory in the floor test in the Assembly. How frustrated these BJP ministers are can be well adjudged that they have come up to Criticize the judiciary also, which has acted as a barrier in implementing the nefarious designs of BJP intentions, without realising that such leaders have been out rightly defeated and rejected by the voters but enjoying everything from ministries to open mouth. The problem of these leaders can well be understood by the words of ‘George Orwell’, that “Each generation imagines itself to be more intelligent than the one that went before it, and wiser than the one that comes after it”.
