SVO registers another FIR against Kewal for fake certificates

JAMMU: State Vigilance Organisation on Wednesday registered another FIR against Kewal Krishan Sharma, the then PRO to Ex Dy Chief Minister and several other government employees for possessing fake qualification certificates.
During the investigation of FIR 32/2015, registered against Kewal Krishan Sharma, son of Gian Chand Sharma, resident of Kachrial Akhnoor (Forest Guard), the SVO had seized his original service book and marks card of Secondary School Examination under Roll No. 12172 Session April-May 1988.
The scrutiny of the original service book, however, revealed that the qualification and date of birth of the accused Kewal Krishan Sharma has been endorsed and certified on the basis of diploma under Roll No. 12172.
The documents/certificate were sent for verification to the J&K State Board of School Education and as per the reply submitted by Joint Secretary, Verification Jammu, the marks certificate of Secondary School Examination (10th Class) April-May 1988 under Roll No. 12172 was not found in accordance with the Board records and the detailed particulars of the candidate pertaining to Secondary School Examination (10th Class) April-May 1988 under Roll No. 12172 were of Sanjeev Kumar Sharma, son of Tara Chand Sharma, date of birth June 22, 1973 Grade Ist Marks 482.
As such, the said certificate and the entries shown certified in the service book of the accused Kewal Krishan Sharma, has been found to be fake and fabricated. The accused in connivance with other public servants Pritam Singh the then Project Officer Bilani Project Jammu and custodian of the Service Book by abuse of their official positions have facilitated the fake entries in the service book as they have handed over the original service book to the accused Kewal Krishan Sharma which has been shown dispatched to the Deputy Secretary to Government, General Administration Department, J&K Jammu vide No. 123/BP dated October 20, 2010 whereas, the original service book remained in the custody of accused Kewal Krishan Sharma in order to avoid the detection of these fake entries.
FIR 20/2016 has been registered in Vigilance Organization, Jammu under section 5(1) (d) read with 5(2) J&K P.C Act Svt. 2006 Section 420, 467, 468, 471 and 120-B RPC on the prima facie establishment of offences on the part of the aforementioned accused public servants and beneficiary Kewal Krishan Kewal Krishan Sharma and others.
