JAMMU: Despite blanket ban on transfers and postings in the wake of recent flood havoc in Jammu and Kashmir, several Station House Officers and other ranks have been transferred allegedly in lieu of monetary consideration.
Sources told STATE TIMES, that transfers ordered on Tuesday raised many eyebrows especially as the presence of Jammu and Kashmir Police was not seen anywhere, especially in the marooned areas of the Kashmir Valley. This has embarrassed the government, especially when the Indian Army, Indian Air Force, National Disaster Response Force and some local youth remained in the forefront to evacuate people. Such was the enormity of dereliction of duty that the Government had to attach Inspector General of Police Security Sunil Sharma with PHQ. Notwithstanding situation of such magnitude, the police thought it prudent to have reshuffle in its ranks for ‘certain considerations’.
However, the Government has undone all these wrongs by putting in abeyance the transfers and adjustments made after 1st September 2014. Automatically, these transfers stand cancelled.
A senior middle rung officer on assurance of anonymity said that Jammu and Kashmir Police has become a shadow or replica of Bihar Police where efficiency is gauged on the basis of money earned from the common man and shared with seniors.
Senior Superintendent of Police (SSP) Jammu Uttam Chand on Tuesday had ordered transfers and postings of 9 Inspectors and 1 Sub Inspector with immediate effect. Inspector Kulbir Singh has been transferred from Police Station Arnia and posted as SHO Police Station Bahu Fort, Inspector Bhushan Singh Manhas has been transferred from DPL Jammu and posted as SHO Police Station RS Pura, and Inspector Manzoor Ahmed has been transferred from Police Station Gandhi Nagar and posted as SHO Police Station Bus Stand.
Inspector Naveen Angral has been transferred from DPL Jammu and posted as SHO Police Station Gangyal, Inspector Ajay Jamwal has been transferred from DPL Jammu and posted as SHO Police
Station Pacca Danga, Inspector Daljeet Singh has been transferred from Police Station Pacca Danga and posted as SHO Police Station Arnia. Inspector Deepak Jasrotia has been transferred from Police Station RS Pura and posted at DPL Jammu, Inspector Ajeet Singh has been transferred from Police Station Bus Stand and posted at DPL Jammu and SI Noor Mohammad has been transferred from Police Station Gangyal and posted at DPL Jammu.
Meanwhile, in view of the emergent situation obtaining in the state due to flash floods, the State Government on Wednesday imposed complete ban on transfers and postings till further orders.
All the transfers ordered with effect from 1st September, 2014, by different departments, except the General Administration Department (GAD) and those relating to the posting of officers/officials in the new Administrative Units by other departments, have been kept in abeyance.
According to an order issued by General Administration Department, all transfers, adjustments or attachments made by the School Education Department since 1st, September, 2014, have been rescinded. Such transferees and adjustees etc have been asked to immediately report back to their original places of posting.
The Government has also ordered that any transfer necessary for dealing with the extra ordinary situation shall be made only after seeking prior approval of the General Administration Department.
“All the departments shall submit a compliance report on the above, to the General Administration Department within a week’s time positively”, the order added.
