Pawan calls on CM, complains erosion of MLA as institution

JAMMU: MLA Udhampur Pawan Gupta on Friday complained erosion of MLA institution by the Ministers and projected burning demands of Udhampur before the Chief Minister Mehbooba Mufti.
He vociferously complained the erosion of MLA institution by the Council of Ministers by carrying out the developmental works without the consultation of the concerned MLA in sheer violations of standing circular orders issued from the General Administration Department (GAD) to protect the privilege of MLAs while quoting the glaring example of allocation of additional funds of Rs 1 crore to Municipal Committee Billawar, the self Assembly constituency of Deputy Chief Minister under government order Nos. 4, 6 and 16, dated 10th January 2017 and keeping Udhampur constituency completely dry besides putting to tender the work of lane/drain in Ward No. 14 Udhampur costing Rs 8 lakh and that too at the back of concerned MLA.
The CM took the plights put forth by Gupta very patiently and assured early redressal.
Earlier, while taking part in debate on the floor of Assembly in case of demands for PDD and Housing and Urban Development Department, Pawan slammed Government for its lethargy in replacement of outdated 132/33 KV transformers of 220/132 KV Grid Station stood sanctioned for Rs 35 crore since 2013 and putting the entire area in risk of darkness upon the failure of power network besides demanded augmentation of power by installing 150 KVA transformers to provide power for industrial purposes.
He drew attention of the Government on the concept of Uday Power Bonds Scheme under which the PDD is bound to incentivise such feeders yielding more revenue to use a method for curbing power thefts which is also the mandate of RAPDRP scheme which may be implemented in letter and spirit by holding the concerned officer responsible for such losses as well as appreciation for their work.
“As per plan of the government the power bonds were to be floated for Rs 804 crore during the current financial year but despite the fact that February 2017 is ensuing nothing has been done thereby every apprehension of avoidable burden of 18 per cent per annum panel interest with loss of 2 per cent incentives on power billing for clearance of liability of power supplying companies”, he said.
Pawan recalled the assurance of the Administrative Secretary PDD before the assurance committee last month for electrification of all left out hamlets under DDUGYY as the Udhampur has been neglected from providing required funding under DDUGYY besides also suggested proper check on the quality of material being utilised by the companies.
He also referred the order of Mufti Mohammad Sayeed in DDB meeting 2015 that the pending land case of Bus Stand Udhampur be fought vigorously in court but nothing has been done.
He also demanded parking slot for Udhampur. He also cited discrimination in the funds allocation for Municipality as far as Kashmir and Jammu are concerned besides mentioning Udhampur as a special case.
