MLA exposes big scam in R&B Rajouri

JAMMU: In a startling revelation, BJP MLA from Nowshera Ravinder Raina on Wednesday exposed a big scam in the office of Superintendent Engineer, PWD (R&B), Rajouri wherein a section of contractors in connivance with engineers of the aforesaid department allegedly maneuvered to get tender of work for the construction of Lamberi to Chaprar via Dum Road in Nowshera Constituency of district Rajouri passed in their favour using forged and fake documents.
Addressing the media persons at party headquarter, Jammu, Raina leveled serious allegations on the Superintendent Engineer PWD (R&B) Rajouri and his Technical Officer (TO to SC) for violating the norms prescribed in SBD. MLA Nowshera alleged that the tenders for NABARD funded road were called by SE R&B Rajouri on 29th July this year, which is to be constructed at an estimated cost of Rs 5.85 crore and tenders under stage-I were called for Rs 1.92 crore, to accord favour to blue-eyed. “The concerned engineers and staff rejected three bids on technical grounds, while the other three bids of the contractors were kept intact to favour them despite the fact that two of the three successful bidders produced fake and the forged documents”, he alleged while producing the documents in question.
He further alleged that not only the supporting certificates enclosed by the two contractors with tender forms were forged and fake but certificates regarding annual financial turnover given by Chartered Accountant also appeared to be fake and forged as they were not on proper letter pad of the concerned CA bearing their office addresses and their numbers.
He said that when Chief Engineer R&B Jammu, Alok Mengi came to know about this fraud, he ordered the verification of all the documents attached with the tender forms of the successful bidders and the verification report submitted by Executive Engineer Town Drainage Division Jammu and the Executive Engineer PWD (R&B) Construction Division No III Jammu said that the two bidders among the three have produced the fake documents.
“The fraud came to surface after verification reports submitted by the Executive Engineer Town Drainage Division Jammu categorically stated that no such work was executed by the Department and mentioned that the contractor had produced the fake document with his forged signatures and also the verification report submitted by the Executive Engineer PWD (R&B) Construction Division No III, Jammu, confirmed that the work certificate produced by one of the contractor is fake and his signatures have been forged”, the MLA said and demanded an inquiry commission to probe scandal and severe punishment for all the culprits and also warned that if culprits are not taken to task he will go to Court and in Crime branch to seek justice. The MLA was flanked by BJP leaders Ajay Pargal, Bharat Sharma and Ashish Sareen.
