Govt can’t shun onus of failure in tackling Kashmir unrest: Pawan

JAMMU: MLA Udhampur Pawan Gupta on Tuesday unstitched the glaring failures of the present State Government in handling the situation in Kashmir post Burhan Wani’s encounter. He was speaking in debate on Governor’s Address.
Referring to his earlier speech on grants to the Home Department during the last Budget Session in Kashmir by which he had cautioned the Government for lowering the Guard of the State to encourage the secessionist forces, he said suspicions expressed by him at that time came to be true.
“The Government under Para 50 of the Governor’s Address held parents, politicians and law enforcers responsible but ironically not anti-nationalist forces which in-fact encouraged the secessionists forces by lowering the morale of the Security Forces”, he said and posed a question that if the parents of the perpetuators of Valley unrest were responsible than why ex-gratia payments of Rs 5 lakh to the families of the youth/ stone pelters killed in the past unrest of Kashmir are being given? He asked the Government that why Chief Minister being Incharge of Home Department is not part of the law enforcing organisations which failed to carry constitutional obligations in terms of the Governor’s address and why the National intelligence agencies’ reports not given due weightage to the subject?
Referring to Governor’s Address of 2015, in which the Delimitation Commission for readjustment of Assembly seats was assured, he said despite the lapse of more than two years apparently no step has been taken in the direction.
Expressing concern about the miseries of West Pakistan Refugees, he said that promised domicile certificates are nothing but the betrayed by the present Government despite this sections continuous domicile in J&K for the last seven decades. “It is irony that the West Pakistan refugees settled across the country are enjoying all rights at par with normal citizens of India even held twice the constitutional post of Prime Minister of India as well as once Deputy Prime Minister of India too but in J&K they have no right of Permanent Residence Certificate. Even in USA a child born on its land has right of citizenship”, he rued.
Highlighting the apathy of Government towards 90 lakh souls of rural areas of this State, he said that huge chunk of population is being deprived of basic amenity viz drinking water under NRWP Schemes. He also raised the issue of creating hurdles in establishment of Kashmiri Pandit/ Sainik Colonies in Kashmir. Creation of Medical College is a cruel joke when the subsisting hospitals, PHCs and dispensaries across the State are craving for basic facilities and struggling to cope up with staff dearth.
Upon the obstruction of the Chair in the House to speak further Pawan boycotted the House in protest.
