Govt to amend Public Services Guarantee Act

SRINAGAR: Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari on Wednesday said the government is going to bring amendments to J and K Public Services Guarantee Act (PSGA) with an aim to strengthen the implementation of the Act.
Responding to a question of Ramesh Arora in the Legislative Council, the minister said the government will also simplify the procedure for obtaining State Subject Certificates under Permanent Resident Certificates (Procedure) Act, 1963 and officers will be designated for issuance of PRCs to permanent residents of the State.
He informed that voter list of 1951 or 1957 as well as PRC issued to the parents can only serve as secondary evidence and the PRC having already been obtained cannot always be treated to have been genuinely issued.
He said a PRC issued already to a member of the family cannot solely be relied upon, unless the applicant otherwise proves to be permanent resident of the State as required under constitution of J and K.
The minister said instructions have been issued to all the concerned departments to adhere to the prescribed timelines for providing various services, including reserved category certificates.
