After getting cornered by India on supporting terrorists activities in Jammu and Kashmir Pakistan did not hesitate to level a counter charge of India’s alleged “interference”. Pakistan has handed over to new UN Secretary-General Antonio Guterres a dossier and asked the world body to play a role in “restraining” India from such activities. Recently USA too has asked both the countries to settle the ongoing dispute over sharing of river waters also known as Indus Water Treaty (IWT) among themselves. The Pakistan dossier contains additional information and proof of Indian/RAW interference in Pakistan and involvement in terrorism particularly in Balochistan, FATA and Karachi. This is a follow up to the three dossiers, which were shared with the United Nations in October 2015. In the covering letter sent with the dossier, Pak claimed that the arrest of Indian RAW agent Kulbhushan Jadhav from Balochistan and his confessional statement admitting involvement in activities aimed at destabilising Pakistan, and support to terrorist elements vindicated Pakistan’s long-standing position about India’s involvement in such activities. He also claimed that India was carrying out these activities in clear contravention of the UN Charter and the resolutions of the UN Security Council on counter-terrorism and international conventions on terrorism. Surprisingly it was Pakistan only that admitted there are no conclusive proof of Jadhav’s involvement in subversive acts. The desperation on the part of Pakistan is clear and it wants to ensure that India’s pressure on Jaish-e-Mohammad chief Maulana Masood Azhar for his involvement in Pathankot Air Base attack is reduced. Pakistan itself has admitted Azhar’s involvement in January 2016 by arresting him, his brother and “several others” belonging to his dreaded outfit, which is suspected to have engineered the Pathankot terror attack, and sealed its offices after India demanded action on the group linking it to the fate of Foreign Secretary-level talks. While the arrest of several individuals was announced in a press release from the Prime Minister’s Office, there was no official word on Azhar’s detention. With India mounting pressure on Pakistan’s role and export of terrorism in Jammu and Kashmir it was obvious that it had to retaliate and level counter charges against India and the present move of handing over a dossier to UN chief too could be seen not beyond this context.
