CB Jammu produces charge-sheet in fake contractor card fraud

JAMMU: Economic Offences Wing – Crime Branch Jammu produced 190 page charge-sheet in case FIR No. 84/2023 U/S 420, 465,468, 120-B/RPC & 471 IPC Police Station Crime Branch Jammu in the Court of law against accused Rayaz Ahmed (contractor), son of Kaka, resident of Mahore Tehsil & District, Reasi & Miraj-Ud-Din, son of Haji Mohmd Yousaf, resident of Shajroo Tehsil Mahore, District Reasi (now expired) for their involvement in hatching criminal conspiracy by preparing a forged contractor card and thereafter using the said card for getting many allotments including the allotment No. PWD/M/2021-22/4695-96 dated 23.02.2022 in favour of the contractor for government works.
The case owes its origin to the enquiry report alongwith its connected papers received from Anti Corruption Bureau Jammu which revealed that contractor card of accused Reyaz Ahmed nder Registration No. PWD-J(R&B) AYY/72/2013-14 is not registered in the office of the Chief Engineer PWD (R&B) Department Jammu and the work of construction of road from Jamlan to Kotwali by way of earth cutting in KM 1st balance work has been executed by the contractor.
On receipt of the enquiry report the instant case was registered in Economic Offences Wing of Crime Branch Jammu under the relevant sections of law for in-depth investigation. During the course of investigation, it was found that accused namely Rayaz Ahmad in connivance with Miraj-ud-Din had committed forgery by fabricating a forged contractor card and thereafter used it for getting many allotments including the allotment No. PWD/M/2021-22/4695-96 dated 23.02.2022. As per oral, documentary and other circumstantial evidences collected during the course of investigation, a prima facie case under section 420,465,468,120-B RPC & 471 IPC is made out against accused Rayaz Ahmed (contractor) & Miraj-Ud-Din for their criminal acts and omissions /commissions on their part. Accused Rayaz Ahmed has been arrested on 31.10.2023 and presented before the Court for judicial determination.
