JAMMU: Anti-Corruption Bureau (ACB) has registered a case against the then Officers/officials of Tehsil North for abuse of their official positions and hatching a criminal conspiracy with each other as well as vendor Neerja Charak.
According to ACB, verification was conducted on the basis of a complaint lodged by one Veena Koul against the officers/officials of revenue department alleging there in that accused, abusing their official positions and in criminal conspiracy with each other as well as owner / vendor namely Neerja Charak, daughter of Yog Raj Singh, resident of Kalu Chack, Jammu bestowed undue benefits to the vendor for their pecuniary gains as well as wrongful loss to the vendees / complainants by way of issuing Fard of land under khasra No. 355 in Village Thather Tehsil Jammu North without preparing the Shajra Tatima for registration of sale deed of the plots / land and later attested the mutations of the plots / land in favour of the vendees falling under khasra No. 355. The vendees were given physically possession of the land in khasra No. 373 by the vendor Neerja Charak under a well-hatched conspiracy with the revenue officers/officials etc.
During course of verification, it came to fore that revenue officers /officials during their respective tenures issued two authenticated Fards for land in khasra No. 355 i.e., one for land measuring 10 Marlas in respect of land sold to Moti Lal Kak whereas another Fard for land measuring 1 Kanal in respect of land sold to Veena Koul as well as others without ascertaining the spot position of land, which actually was found in Khasra No 373. The acts of issuance of documents by then revenue officers / officials in khasra No. 355 for execution of sale deeds and thereafter attesting of mutations was deliberate and intentional, without ascertaining the actual spot position of plot / land purchased by complainant just to confer undue benefits to vendor Neerja Charak. The aforementioned facts constitute commission of offence punishable under sections 5 (1) (d) read with sections 5 (2) of J&K PC Act Svt 2006 and section 120-B RPC against the then revenue officers / officials as well as beneficiary Neerja Charak and others.
