JAMMU: Anticorruption Bureau (ACB) Jammu registered a case against TSO namely Ab. Majid Wani and Assistant Director FCS&CA Department Kishtwar Ghar Singh for misappropriation of the carriage charges of the Ration items.
According to the ACB that a verification was conducted by the bureau on the basis of a complaint lodged by Manzoor Ahmad against TSO Marwah namely Ab. Majid Wani and others alleging therein that then officers /officials of CA&PD Department of Marwah in District Kishtwar misappropriated the carriage charges of ration quota/drawn excess payment for carriage of food grains from Food store Guzar to Food store Inshan as well as Food store Choidraman during the year 2014-15 and 2015-16 etc.
The verification conducted revealed as: Food store Guzar to Food store Inshan: The distance from food store Guzar to Food store Inshan is 1.800 Kms by road & 0.350 Km by head load, total 150 Kms but the concerned department charged carriage charges either @ Rs. 65/- for average distance of 3.6 Kms or @ 90/- for average distance of 5 Kms in respect of two Food stores. Guzar Inshan to Food store Choidraman: The distance from food store Guzar Inshan to food store Choidraman is 6.00 Km, but the department concerned has charged carriage charges Rs.216 for the distance of 12 Km, ie excess by 6 kms, the rate fixed was @ Rs. 18/ per quintal per km during the year 2014-16. In this manner, the concerned TSO namely Ab. Majid Wani in criminal conspiracy with the then Bureau, Assistant Director FCS&CA Department Kishtwar Ghar Singh, by abuse of their official positions and deliberately dishonestly charged the 4,61,468, excess charges for carriage of food grains from Food store Guzar to Food store Inshan as well as Food store 2014- Guzar Inshan to Food store Choidraman by charging excess by restoring to falsification of record, thus misappropriated the amount to the tune of Rs. 15,33,475/-in respect of excess carriage charges, as such conferred undue benefits upon themselves with correspondence loss to government exchequer. The aforementioned facts constitutes commission of offences punishable u/s 5 (1) (c) (d) r/w 5 (2) J&K P.C Act Svt. 2006 and sections 120-B, 467, 468, 471 RPC against then TSO namely Ab. Majid Wani S/O Fatha Mohd Wani R/O village Ashar Tehsil Banihal District Ramban (now retired) and Assistant Director FCS&CA Department Kishtwar Ghar Singh S/O Saroop Singh R/O Patoli Brahmana Akhnoor Road Jammu near SDPO office Patoli Jammu (now retired) and others. Consequently, a case is registered in P/S ACB Doda.
