Legislation of Aadhar is the foundation on which direct benefit transfer is to be made. In this context, the difference between the UPA regime and the NDA Government should be clearly visible.
Congress leaders and Bihar Chief Minister Nitish Kumar, who have criticised the budget, conveniently forget that States have a larger role in vital areas such as education, health, agriculture, irrigation, drinking water, sewage disposal etc. They failed during their own tenure, to streamline things, to plug leakages. Now, they should keep quiet.
