JAMMU: The quality of governance decides the destinies of nations, societies and individuals. This was observed by Governor, N.N Vohra, while speaking on the occasion of the Diamond Jubilee lecture on “Governance in Transition” organised by Indian Institute of Public Administration (IIPA), J and K Regional Branch, at Brigadier Rajinder Singh Auditorium in Jammu University on Friday.
The Governor said that, in simple terms, the Constitution of India provides the framework and goals of governance. However, in actual practice, in the years past, the institutions of governance have suffered decline and, therefore, the demand for good governance is being repeatedly voiced because of the endemic inefficiency, malfunctioning, corruption, lack of accountability and transparency and other failures in the functioning of the administrative systems. For achieving balanced growth and development it is urgently necessary to ensure the effective delivery of good governance.
Appreciating the Jubilee lecture by Dr. Pratap Bhanu Mehta, the Governor urged the IIPA Regional Branch to ponder over the analysis put forward by Dr. Mehta and organise further debates and discussions on the factors highlighted by the eminent speaker, particularly viewing them in the context of governance in Jammu and Kashmir.
Earlier, Dr. Pratap Bhanu Mehta, President of the Centre for Policy Research, New Delhi, in his lecture on “Governance in Transition”, highlighted the factors which need to be focused upon for achieving developmental goals. He emphasised the need for removing the existing paralysis and plutocracy in the political systems of the country if India is to march towards good governance.
The Governor, on the occasion, released the IIPA Regional Branch Newsletter and launched the website of the J and K IIPA Regional Branch.
Dr. Ashok Bhan, Chairman, IIPA, J and K Regional Branch, presented the welcome address and J.B.S Johar, Hony Secretary, IIPA presented a formal vote of thanks.
Usha Vohra, First Lady of the State, and Pratap Bhanu Mehta were present on the occasion.
Among the others present were Prof. R.D Sharma, Vice-Chancellor, University of Jammu; Kuldeep Khoda, Chief Vigilance Commissioner; and a large number of distinguished guests and members of IIPA.
