7th Pay Commission, DW regularisation;J&K under financial crunch; Centre seeks UCs for more funds

JAMMU: Implementation of Seventh Pay Commission for the regular employees and regularization of daily wagers in Jammu and Kashmir seems to be a a distant dream as the Centre has asked the State to submit Utilisation Certificates (UCs) for sanction of more funds.
The State Government has to submit the UCs to the Centre before asking for more funds to complete the projects underway vis-à-vis give nod to implementation of Seventh Pay Commission and regularisation of daily wagers and contractual employees serving in various departments.
The submission of UCs is mandatory as per the norms set by the Modi led Government in the Centre and once the document is submitted, a full-fledged Vigilance Commission team from the Centre has to survey the projects and works in progress to tally the details submitted in the UCs, sources said.
They said that it is only after the clearance from the visiting team, the funds demanded will be forwarded to the Union Finance Ministry for further action. The State Government has reportedly not yet submitted UCs due to which the funds are not released, sources said.
They further said that though the Rs 80,000 crore package or Rs 2000 crore package might have been announced by the Centre for the State of Jammu and Kashmir but the installments are to be released only in phased manner after the submission of the Utilisation Certificates.
The cabinet meeting this evening held threadbare discussion on Budget to be tabled in the J&K Assembly on January 10 besides the regularization of daily wagers but it cannot be possible for the government to go ahead with it due to financial constrains, sources said.
There are more than one-lakh daily wagers from different government departments toiling hard for the last one decade to get regularized but no way it can be possible for the Mehbooba Mufti led PDP-BJP government to get them confirmed, sources added.
The strange part is that out of more than one-lakh employees, nearly 70,000 are only from the PHE and PDD wings and on many occasions, they protested against the government seeking regularization but every time they got only assurances,” they lamented.
They further said that the Cabinet meet undoubtedly had a discussion on the regularization of daily wagers but the implementation in toto seems not to be a reality but a ‘distant dream’ for the employees struggling for regularization.
