After 4 months, Secretariat wakes up to work-culture

JAMMU: The functioning of the Civil Secretariat, seat of power of Jammu and Kashmir government, is being streamlined with every passing day here in the winter capital.
The routine working of the administrative offices of over two dozen departments was adversely affected due to ongoing unrest in the Kashmir valley.
After July 8, 2016 the employees stayed away for a long time from their offices in the wake of cycle of violence.
Before shifting to Jammu, attempts were made to throw open the Civil Secretariat Complex but due to variety of reasons and hardships faced by the employees the working of the civil secretariat complex could not be streamlined.
Now after the offices have been reopened in Jammu the administrative secretaries and their staff have started gaining grip over the functioning of their departments and have started organising themselves.
Ahead of the annual Budget session of the state assembly which is likely to be called in the first week of January 2017 the officers and their senior staff of various departments would have to work hard to make up for the time lost due to continuous disruption.
Chief Minister Mehbooba Mufti and her deputy Prof Nirmal Singh are both keen on improving the delivery system of various departments.
During their review meetings, both have been directing the heads of the departments to improve the functioning the government and make various organs of the government more responsive towards people. The common people from all three regions of the state who could not visit the civil secretariat complex during the period of unrest have also started reaching here in Jammu from Kashmir valley and Ladakh to follow it up on their pending files and earn justice.
The administrative secretaries have been directed to spare enough time for the common people to address to their grievances and follow it up on their pending works in a time bound manner. Chief Secretary BR Sharma and staff of the CM’s secretariat are acting as a bridge between various other departments to further streamline the system.
