Why to wait for two years?

The Central Government has implement the 7th Pay Commission recommendation regarding the hike in the pay, salary of the Central Government employees, pensioners and family pensioners w.e.f.1st July 2016.
In addition to the above, the J&K Government has also hiked the salary, peaks and perks of Ministers, Legislators and equalant etc. Besides, our neighbouring states have also implemented 7th C.P.C recommendations in favour of their respective government PSU employees and pensioners etc. This all is a welcome step taken by the Central Government and the State Government (s) As well keeping in view the present inflationary situation of almost all the commodities and the present time needs.
But, it is unfortunate that the J&K State Government, PSU employees, pensioners and family pensioners who also deserve the hike in pay and pension have been asked to wait for two years for implementation of 7th CPC recommendations by none other than the present Chief Minister J&K State Mehbooba Mufti and that ‘too’ in the floor of the J&K Legislative Assembly. Here, I as a citizen as well as a representative of the J&K State Government Employees fall to understand as to why the employees and the pensioners have to wait for two years for their due? Is there dearth of money for the government employees and pensioners and not for the Minister and Legislators, when the Central Government is at liberty of the State Government and is sanctioning releasing and allocating funds to the tune of corores/millions of rupees. Can the State Government not raise the demand of money with the Central Government for implementation of 7th CPC recommendations in favour of the State Government employees, pensioners and family pensioners with the Central Government (if there is really dearth of money with the State Government) when the Central Government is always at the liberty of the State Government for granting and allocating funds and packages etc.
Anyway, I hope that the J&K State Government will kindly realize that when they (Legislators) Ministers themselves deserve the hike in salary, peaks and perks of the state government employees and pensioners also deserve and need it as well. Many government employee and pensioners associations have urged/requested the J&K State Government for implementation of the 7th CPC recommendations including EJAC(Q) personally meeting the Chief Minister, Finance Minister J&K State and through print and
electronic media by the undersigned also but all in vein till date.
Therefore, it is requested to the Chief Minister, Finance Minister J&K State to not to wait for two years but to implement the 7th CPC recommendations in favour of the J&K State Government PSU/employees and pensioners at an earliest in toto/at par with the Central Government employees including Pay Bond+Medical Allowance+all other usual allowances which the Central Government employees do get as there is a rule equal pay for equal work because at this stage the government has to pay less amount of money as arrears but after two years it will become a huge amount/burden on the government exchequer and hence it is
better to implement the 7th CPC recommendation in toto/at par with Central Government employees for all practical purposes at an earliest and not to wait for two years which all is in the best interest of the approx five lakh government PSU employees/
pensioners/ family pensioners and the government itself as well.
