JAMMU: Directions issued by none other than the Raj Bhavan, the highest office of the State have been brutally ignored by the Jammu University and the people at the helm of affairs in the university preferred to maintain complete silence instead of obeying the directions.
Sachin Jamwal, (KAS), Deputy Secretary in Governor’s Secretariat vide order no GS-719(G)/Apl/2015/3711 dated 14th July, 2015 had issued a letter to the Vice Chancellor of the Jammu University where he had forwarded a complaint regarding the book defaulters of the Central Library of the university and also sought an explanation from the VC to clarify why no action was taken for recovery of books earlier, but unfortunately the university administration did not submit any report even after a lapse of more than five months.
The complaint to Raj Bhavan was submitted by RTI activist Raman Sharma along with the names of 150 defaulters including several VVIP book defaulters, title -names of the books and value of each book.
The information was gathered by Sharma under the Right to Information Act and in the defaulters list names of at least six former Vice Chancellors, senior bureaucrats and even former legislature was surfaced who had borrowed expensive books from the university and did not return them back and the university neither recovered cost of the books from defaulters nor suspended their membership.
As per university norms, no one is allowed to keep a borrowed book with him for more than a month but in several cases, the books were not returned for more than five to six years. In the RTI reply it was revealed that during the last ten financial years the university had spent an amount of Rs. 2,36,64037.00 for purchase of books.
