Transport Secretary reviews functioning of Motor Vehicles Department

SRINAGAR: Secretary, Transport Department, Neeraj Kumar, on Wednesday chaired a review meeting regarding functioning of Motor Vehicles Department at Civil Secretariat here.
The meeting was attended by Rajendra Singh Tara, Transport Commissioner J&K, Rajeshwar Singh Charak, Additional Secretary Transport Department, Maqsood Zamaan, DIG Traffic, Vinay Samotra, Joint Transport Commissioner J&K, Paramvir Singh, Additional Secretary Road Safety Council besides RTOs and ARTOs.
The Transport Commissioner gave a brief presentation on e-challaning, establishment of RTDCs/DTCs and ICC, action against traffic violators, RSVF, VLTP, printing of Driving Licenses and other allied matters.
Secretary emphasised the need for evolving a robust mechanism to ensure prompt delivery of driving licenses to the general public. He said that efforts are being made to establish ITDR and ICC in Kashmir Division, for which MD JKRTC has already been directed to get these facilities established at Central workshop Pampore.
He also asked for raising the Driving Training Centres (DTC’s) in far flung districts both in Jammu and Kashmir division so that the facility is made available to the desirous applicants at their door step.
While discussing the J&K transport subsidy scheme, the Secretary asked the Transport Commissioner to ensure wide publicity of the scheme to benefit maximum eligible applicants towards this important initiative of the Government.
Regarding traffic violations, it was intimated by SSP traffic that MVD and traffic police need to work together in order to curb this menace.
The Secretary issued on-spot instructions for intensifying road checking in all districts. He asked the officers to ensure that the offenders are booked as per provisions of the Motor Vehicle Act.
He asked the RTOs/ARTOs to make road checking a routine feature with focus on speed limit devices, overloading, overcharging of passenger fare and route violations. He also issued instructions for improving the public delivery system in order to provide services to the public as per fixed timeline bringing added efficiency in the system.
