Thirds anniversary of promotion scam

Education Department has failed to cancel/revise the promotion order in which 1193 teachers were promoted as masters by DSE Jammu vide order No. DSEJ/ NG.M/ PROM/ 7255-68 dated 11th Febeuary 2014.
About 450 teachers were promoted in this order on the basis of fake B.Ed Degrees and other testimonials. The promotion order was issued at the time when there existed no available vacancy against whome these 1,193 teachers could be adjusted as masters. Moreover at that time more than 2,000 surplus masters were working under RMSA schools which were meant for unemployed youth on consolidated pay at the rate of Rs. 27,160.
Seven directors came in these three years but none of them could take any initiative to cancel/revise the said impunged order.
FIR stands registered against the DPC members which includes two IAS and three KAS officers by SVO. Non- coporation of Edu. Deptt. with vigilance delays the action and SVO recently issued summons to produce record under Section 94 Cr.PC against Director School Education Jammu and others vide order No. SSP/PRK/SM/FIR-30/2015 156-64/J dated 23rd January 2017. SVO has also sought the details related to the vacancy as on the date of issuance of promotion order.
Many times departmental enquiry committees were constitiuted but none could reach at the conclusion and reports so prepared from time to time were contradictory. It is well known maxima that no invidicual or entity could be a judge of its own cause. Members of Education Department verifying the degrees of their colleagues defy logic and directly impinge upon the impartial nature of any probe.
