The recent busting of a militant module in New Delhi with the arrest of 13 persons prove that Jaish ideology has spread beyond Jammu and Kashmir. It has also brought to the light the Pak agency ISI’s designs of training Indian youth for terrorism under its favourites ‘Project Karachi’ once again, which poses dangers to India. The project aims at indoctrinating Indian youth into waging Jihad as well as training them and radicalising them by associating with Pak-based terror outfits. Earlier, the nexus came to limelight when Lashkar-e-Taiba member David Hadley of 26/11 Mumbai attack accused told the Indian intelligence agencies about project. The Delhi arrest has brought to the forefront once again the Jaish move to activate its sleeper cell all across the country. The outfits’ revival is seen as portending considerable threat to Delhi and other metros. It has also brought to the light the use of social media by terrorist outfits for recruiting these youth and getting them brain-washed to the Jihad ideology. In fact, with terror outfits across the board turning to the Internet to propagate their activities, security agencies too need to go high-tech and collaborate across agencies, both nationally and internationally. But first and foremost they need to be staffed and resourced properly. Intelligence agencies IB and RAW are over a third short of staff allocations while budgetary constraints on state police forces is a common refrain. Facing a multitude of terror threats, Indian security agencies at various levels need a serious upgrade. Otherwise, given that transnational terror groups are well networked, the terrorists will always be several steps ahead. Another area that needs greater attention is insulating the Indian Muslim community from the predations of terror organisations. In this regard, community leaders need to be roped in to counter radical elements. True, government authorities are already working along these lines and last December 70,000 clerics came together to pass a Fatwa against terrorism. But more needs to be done to take the Muslim community into confidence and prevent youths from being misled by extremists. Pakistan’s snooping agency ISI is spying on Indian security forces using malwares through mobile gaming and music applications such as Top Gun, mpjunkie, vdjunky, talking frog, the government had said recently. ISI has been making efforts to trap ex-servicemen in the garb of
providing job opportunities and financial aid for spying.
