Set parameters for fee fixation of private schools: PSA

JAMMU:Private Schools Association (PSA) on Saturday appealed to government for setting up parameters for fee fixation of private schools.
The demand was raised in a meeting of the association held under the chairmanship of Prof J.L Kotwal Chairman PSA J&K in which all District heads from all the Districts of Jammu Province and executive members of the central body took part.
Ajay Gupta General Secretary of J&K PSA briefed the agenda of the meeting including Government Order No. 119 Edu of 2017 dated 15th March 2017 pertaining to the re-structuring of examination system, Order No. 128 Edu of 2017 dated 20th March 2017 pertaining to review of no detention policy, adoption of different nomenclature by the Chief Education Officers of Jammu Province for the authentication / counter signatures of result of private schools differing from District to District and Order No. FFC/Jmu-17/475 dated 28th February with regard to the committee for fixation of fee of private educational institutions of the J & K State.
Prof Kotwal said that as per the judgment of High Court of Jammu and Kashmir dated 8th December 2016, it is written categorically that only those schools seeking enhancement in their fee structure will have to approach to the Fee Fixation Committee for enhancement of fee. “Government cannot pressurise any of the Private Schools for the irrelevant details if enhancement in the fee is not made”, he asserted.
Condemning the order pertaining to the re-structuring of examination system to increase teaching days, Prof Kotwal said this order is made on flimsy grounds as without the declaration of the result of class 10th how a candidate can opt for a particular stream. “This presumption is totally hypothetical”, he asserted and demanded immediate review of the order.
President of the Association, Kamal Gupta assured all the members that the result of all schools will be countersigned on the basis of circular 634 DSEJ of 2016 dated 6th December 2016 issued by the Director School Education Jammu to prevent all types of commercialization and exploitation. He appealed to the government to come out with clear policy on the basis of fixed parameters for fixation of fee of private schools. He also demanded complete autonomy in the day to day working of private schools.
The meeting decided to hold protests on 7th April 2017 at 12:00 noon at Divisional Commissioner’s offices at Jammu and Kashmir respectively if the government fails to reduce the atrocities inflicted upon the private schools of the state.
The prominent who attended the meeting included Rameshwar Mengi (Vice President), Sanjeev Luthra, Lal Chand, Siddeshwar Sadotra, Sat Paul Mansotra, Pardeep Singh, Chain Singh, Sameer Saproo, Vaneet Gupta, Ajay Kotwal, Ashish Langer, Viswa Mohan Sharma, R.P Gupta and Sameer Saproo.
