RR Swain appointed first Chairman of OUSSSC

JAMMU: Retired IPS officer Rashmi Ranjan Swain, who earlier served as the Director General of Police (DGP) in Jammu & Kashmir (J&K), was appointed on Friday as the first Chairman of the Odisha Uniformed Services Staff Selection Commission (OUSSSC).

Appointment of the former police chief has been approved by the Government of Odisha as part of its initiative to operationalise the newly created staff selection commission that will oversee recruitment for various uniformed services in the State.
The government had earlier decided to establish the OUSSSC as a dedicated recruitment body to streamline and ensure transparency in the selection process for several uniformed services across departments. The commission will conduct recruitment examinations for the officers and personnel of different ranks in Odisha Police and other uniformed services.
These include Odisha government departments such as Home, Excise, Forest, Environment and Climate Change, and Commerce and Transport.
To support the functioning of the new commission, the state Cabinet had previously approved the Odisha Uniformed Services Staff Selection Commission (Method of Recruitment and Conditions of Service of the Chairman and Members) Rules, 2026. These rules outline the procedure for appointing the Chairman and Members of the commission and define their service conditions.
Earlier, the OUSSSC Rules, 2025, notified by the Odisha General Administration and Public Grievance Department, had laid the framework for conducting recruitment examinations for uniformed services.
As per the provisions, the OUSSSC will consist of a Chairman and two Members appointed by the State government. Officials say the establishment of the new recruitment body aims to strengthen transparency and efficiency in the hiring process for key uniformed services across Odisha.
