JAMMU: Shiv Sena Hindustan (SSH) expressed serious concern over work culture and mis-governance in almost all the government offices where till today money makes the mare go prevails and general innocent persons irrespective of their age are being harassed on daily basis even for their ordinary pursuits. Addressing media persons here, SSH State President, Rajesh Kesri said that even after six years since the Government of Jammu and Kashmir published the much hyped Public Service Guarantee Act (PSGA) in its 13th April, 2011 Government Gazette, till date no designated officer has either been fined or punished in any case by the government for not taking his duty seriously in terms of delivery under the designated Act.
Expressing disappointment over implementation of the Act, Kesri said that the irony of the thing is that so far no substantial appeals are being filed and perhaps not a single case of imposition of penalty in any department has been reported. The Act was enacted by the government to provide delivery of public services to the people of the State within the specified time limit and for matters connected therewith and incidental thereto but people are continuously facing the problem at various government offices due to poor public delivery system and takes months to the people to get water connections, electricity connections, income certificates, PRCs, caste certificates, RBAs, Nakal Girdawari, land documents and others, he added.
For achieving the objectives of the Public Service Guarantee Act there is an urgent need of attitudinal change in the people sitting across the desk and awareness among the citizens of their rights and entitlements. On the one hand there is dire need of capacity building among the service providers i.e. administrators and on the other hand we need to sensitise the service seekers i.e. the citizens. This requires reengineering of the whole structure and processes in the system in order to be ready for active demand from citizens, Kesri maintained. Others who were present in press conference included Chairman Shiv Kumar, General Secretary Raj Kumar, Sikhbir Singh, Rajesh Honda and Kulbhushan Charak.
