Jammu and Kashmir must be the only State across the country where investigations into complaints of corruption take years before cases are actually registered; then processed for seeking sanction to prosecute the accused, which again take years together. Then comes the stage of presenting charge-sheet, which again takes many many years in a few cases with rest being consigned to cold-storage for varied reasons, including political intervention, nexus or whatever.
Is it a matter of pride or shame for those managing the affairs of the state to announce awards each year for meritorious services and not evolve a mechanism where those responsible for criminal delays in routine matters are not punished?
