PRIDE OR SHAME
A top cop heading the Jammu and Kashmir Vigilance Organisation has attributed lack of professionalism and shortage of staff as root cause of lesser conviction of corrupt officials in the State. He has sermonised the government to place dedicated policemen to man various slots in the organisation so that investigations against corrupt are made on scientific lines, which can withstand judicial scrutiny. This is a general trend among officers to keep on writing ‘to the government’ instead of delivering at ground zero.
Is it a matter of pride or shame for top bureaucrats to shift the blame to system rather than owning up their own failures and capabilities in extracting work from the subordinate staff?
