POST ARTICLE 370 ABROGATION: 2,327 terrorists, associates arrested in J&K

JAMMU: Over 2,327 terrorists and their associates have been arrested in Jammu and Kashmir post Article 370 abrogation from August 5, 2019 to June 20, 2023 against 427 arrested from October 10, 2015 to August 4, 2019, pre Article 370 period, marking 444 percent increase.
Comparative analysis reveal a sharp decrease of incidents of grenade attacks, IED blasts, stone pelting and civilian causalities as a positive impact on the security situation in J&K following the abrogation of Article 370.

There is substantial decrease of 19 per cent in terrorist recruitment for pre to post 2019 comparison. 550- youth joined terrorist ranks after October 27, 2015 upto August 4, 2019 and 448 after abrogation of Article 370 and also there is decrease of 68 per cent in cases of abductions. 28 abductions were reported after October 27, 2015 upto August 4, 2019 while only 9 kidnappings took place post Article 370 abrogation. This reduction indicates a positive impact on disrupting the terrorist ecosystem and their ability to attract new recruits.
In the cases of weapon snatching, there is 69 per cent decrease from pre to post August 5, 2019. 45 weapon snatching incidents took place from October 27, 2015 upto August 4, 2019 while only 14 after August 5, 2019. The comparison also reveals that there is 90 per cent decrease in hartals and bandhs. While 302 hartals and bandhs took place from October 27, 2015 upto August 4, 2019, only 31 bandhs and hartals were reported from August 5, 2019 to June 20, 2023.
Comparison report further reveals 15 per cent decrease in incidents of grenade attacks. 162 attacks were reported during pre-abrogation period and 138 after 2019. There is no change in incidents of IED blasts. Both remain around 19 incidents. However, there is 77 per cent decrease in IED blast related causalities. While 57 causalities in IED blasts were reported from October 27, 2015 upto August 4, 2019, 13 took place after August 5, 2019. If the incidents of stand-off firing and hit and run terror attacks are compared, there is 42 per cent decrease. There were 314 such incidents pre Article 370 abrogation whereas 181 incidents took place after August 2019.
This indicates improved security measures, intelligence gathering, and a more effective counter-terrorism approach.
After the revocation of Article 370, Jammu and Kashmir was reorganized into two union territories – Jammu & Kashmir and Ladakh. This led to the extension of the Indian legal and constitutional framework uniformly across these regions. For the police, it means a more unified jurisdiction and seamless coordination with law enforcement agencies from other parts of the country.

Further, the security report analysis examines 17 security indicators related to various security incidents and provides a comparative analysis between the pre-and post-370 periods. The findings reveal a significant decrease in most indicators, indicating an improvement in the overall security landscape.
One of the most significant changes observed is the decrease in stone pelting incidents. The pre-370 period recorded 5050 incidents, which significantly reduced to 445 in the post-370 period, marking a remarkable 92 per cent decrease. This decrease signifies improved public order and a more peaceful environment.
Encounters and counter-terrorism operations decreased from 539 in the pre-370 period to 369 in the post-370 period, representing a 32 per cent decrease. This decline suggests a positive impact on the region’s security, with fewer instances of confrontations between security forces and terrorists.
The number of civilians killed in terrorist violence reduced from 155 in the pre-370 period to 138 in the post-370 period, reflecting a 11% decrease. This decrease indicates improved security measures and a more effective counter-terrorism strategy to protect civilians.
Instances of civilians being killed during law and order significantly decreased from 132 in the pre-370 period to 0 in the post-370 period, marking a 100 per cent decrease. This reduction suggests enhanced efforts to minimize collateral damage during security operations. The number of civilians injured decreased from 9303 in the pre-370 period to 117 in the post370 period, representing a 99 per cent decrease. This decrease reflects improved security measures and a reduced risk of harm to civilians.
The sacrifices made by police and security forces decreased significantly, with the number of personnel martyred dropping from 345 in the pre-370 period to 150 in the post-370 period, marking a 57 per cent decrease. This reduction indicates improved security measures and a reduced risk for security personnel.
Instances of police and security forces getting injured decreased from 13100 in the pre-370 period to 797 in the post-370 period, reflecting a 94% decrease. This decrease signifies improved security measures and a reduced risk of harm to law enforcement personnel.
The number of arrests related to terrorists, terrorist associates, and suspects increased significantly from 1584 in the pre-370 period to 2504 in the post-370 period, marking a 58 per cent increase. Instances of arson saw a significant decrease, with the number dropping from 87 in the pre-370 period to 35 in the post-370 period, marking a 60 per cent decrease. This decrease suggests improved security measures and a reduced risk of property damage due to deliberate fires.
