PDA, Municipality officials booked for corruption

SRINAGAR: The Vigilance Organisation Kashmir (VOK) on Wednesday registered cases against top officers of Municipal Committee Pahalgam and Pahalgam Development Authority and others under Prevention of Corruption Act on the outcome of an enquiry regarding irregularities in functioning of Municipal Committee, Pahalgam and Pahalgam Development Authority (PDA).
An enquiry has revealed that different purchases were made by Municipal Committee Pahalgam from year 2000 to 2015 without adhering to codal formalities, besides causing huge loss to State exchequer, a Vigilance spokesperson said in a handout issued on Wednesday.
The enquiry, he said, further revealed that appointments/regularisations of consolidated/class 4th employees have made by the Administrators/Executive Officers of MC Pahalgam in total violation to prevailing rules and procedures etc.
Besides, he added, some employees were appointed at MC Pahalgam who belonged to other districts.
The payments of Rs. 4,26,058 were made to various quarters by the officers/officials without adopting the codal procedures and prior approval from the competent authority, he said adding that in addition to these allegations, Pahalgam Development Authority is allowing the illegal constructions in Pahalgam particularly Mavoora and Yenned areas in total violation to the directions of High Court of J&K.
The store indent, stock register and income expenditure statements of PDA have also huge discrepancies and there is huge bungling in allotments of paying guest house schemes in the afiresaid areas, he added.
The aforesaid commissions and omissions on behalf of the Administrators/ Executive Officers of MC Pahalgam, Chief Executive Officers of Pahalgam Development Authority and others by abusing their official positions resulted in pecuniary benefits to themselves and beneficiaries and loss to the State exchequer from time to time thus invoking the provisions of Section 5 of J&K Prevention Act, SVT. 2006, he said and added accordingly two cases FIR NO. 14/2018 and FIR No. 15/2018 under Sections 5 (1) (C), 5(1) (d) r/w 5(2) J&K PC Act SVT., 2006 and Section 120/B RPC in Police Station VOK were registered and investigation of both the cases were taken up.
