Pawan tears into BJP-PDP Govt for running ‘transfer industry’

JAMMU: Pawan Gupta MLA Udhampur on Monday slammed the Government for its complete failure on all fronts and for running a transfer industry breeding corrupt practices by making premature transfers at the whims and fancies of the Ministers inviting political consideration and corrupt practices ignoring administrative interests.
He was speaking during the course of debate on the budget demands of the CM’s seven departments.
“According to the commitment of the government 2,100 premature transfers are reported to have been effected but the true figure is three-fold more. The constitutional institutions like guaranteed Right to Information have been eroded by the present Government”, he alleged demanding reconstitution of the Information Commission forthwith by the appointment of Commissioner.
He pointed out that as figured in section of press on Monday, sanction to the prosecution are pending with GAD for no good reasons amounting to another failure of the Government.
Citing standing orders of the Apex Court that the pendency in case of failure of the Government to accord prosecution for three months should be presumed to have been granted, he vociferously demanded such accused should be brought before the Court of Law.
Recalling his speech on the floor of the House in June 2016 referring to CAGs report published regarding misappropriation of Rs. 162 crore in hiring vehicles for Police constabulary during Parliamentary and Assembly Elections of 2014 wherein accused officers were allowed to investigate and decide the cases by becoming Judges of their own cases, Pawan Gupta said that government has not taken any action.
He demanded uniform transfer policy in police by allowing all Inspectors to serve in all wings of the police especially posting of SHOs in rotation.
“Supply of spurious drugs both allopathic and Ayurvedic has become order of the time when antibiotic drugs are being administered by putting the life of patients to danger and the Government has failed to check the menace”, he said. In clarifying the remarks of ex-CM about the Doval-doctrine in the present Government, Pawan Gupta termed it a confused doctrine and demanded clear cut doctrine from the Centre on the militancy. He also raised the issue of conflicting statements regarding militancy related cases by Chief Minister that local militants should not be killed and another by the Deputy Chief Minister creating chaos. In response to apprehension of Omar Abdullah about abrogation of Article 370, he made a jibe and assured Omar that the present BJP is not of yesteryears but a new Avtar of Modi-fied BJP and by abandoning the ideology of Dr S.P Mookherjee and Deen Dayal Upadhaya and will not tinkle with Article 370 which is amply proven by the fact that the BJP silently accorded grant of ex-gratia payment and service to the next kins of stone pelters died in Kashmir unrest. “Had the BJP been in opposition it would have not allowed to run this house and come on streets to agitate such reliefs to the stone pelters”, he asserted.
Inviting attention of the Government on its Agenda of Alliance assuring redressal of West Pakistan Refugees’ demands on humanitarian grounds, he sought immediate relief in this regard. Other issues which were vociferously raised by MLA Udhampur include delimitation of Assembly seats, Rohingyas and Bangladeshis’ deportation, quantum of black money recovered, establishment of AIIMS at Udhampur, ensuring readiness of security forces to meet any eventuality, promotion of tourism and uprooting unemployment.
