Pawan opposes vociferously demand of plebiscite, stages walkout

JAMMU: MLA Udhampur, Pawan Kumar Gupta vociferously opposed the demand of plebiscite raised on the floor of the Assembly by some leaders contrary to the spirit of Constitution of India as well as the J and K State binding on the legislators by taking oath before entering this August House. He stressed it was constitutional obligation on the Minister for Parliamentary Affairs to take serious note of such anti-national revelations made by MLA Er Rashid.
Gupta unsatisfied by the false, vague and evasive reply of the Education Minister by terming it a Breech of Privilege of August House presented the matter before the Speaker for clubbing his starred question No 1139 with A.Q. No 130 being identical in nature and staged a walkout from the proceedings of the House. It may be stated that Gupta had written letters to the Education Authorities and conveyed his serious reservations over the violation of transfer/posting policy by the Director School Education Jammu before the Education Minister as well as the Commissioner Secretary too but they failed to response.
Again in case of question for not upgrading qualified secondary schools to higher secondary schools falling in Udhampur Constituency especially under RMSA Scheme since the year 2009-10, he said the evasive reply to RMSA scheme were given to his query.
To a question about reasons for deployment of regular staff instead of engagement of headmaster/master grade teachers, he alleged no satisfactory reply was put forth reviewing the matter even after lapse of two years. He said that step has been assured to be taken for providing requisite staff in RMSA (High/Higher secondary) schools being run under internal arrangements.
Gupta further resented the violation of SSA norms since 2002 in forging the feasibility reports of Udhampur Constituency in case of creation/ upgradation of schools and said he was astonished to find that the Education Minister sought to evade the specific reply by simple statement of being not in his knowledge and thus evaded to take action against the wrong doers.
Upon the refusal of the Speaker to club the matter thereby exposing the true face of the Education Department, Gupta staged a walkout on the issue from the Assembly.
