New Delhi:-After sixteen years, a life term convict, who jumped bail granted by the Supreme Court in a murder case, was arrested by the Crime Branch of Delhi Police.
Vipan Kumar (53), was sentenced to life imprisonment in 1998 for murdering a girl in Ludhiana. During pendency of his appeal in high court, he was granted bail by the Supreme Court in 1999, since then Vipan was absconding, police said.
Later, his conviction was upheld by the Punjab and Haryana High Court.
Vipan was hiding in the national capital with new identity as Vinayak Kumar and was also impersonating as an advocate using the alleged card of Bar Association of Ludhiana, police said.
“We received a secret information that Vipan would come to Nizamuddin Railway Station on May 6. Acting on a tip-off, police laid a trap and arrested him,” Joint Commissioner (Crime) Ravindra Yadav said today.
During investigation, it was revealed that Vipan joined family business of aluminum & steel utensils in early 1990 in Ludhiana and then appointed a girl as secretary in his office and developed illicit relations with her, police said.
“Thereafter, girl got pregnant. When Vipan came to know about it, he with the help of his associate Amarjeet murdered her in 1995. Later, he and his associate Amarjeet were arrested in the case.
“His father Ramlal was also arrested for hatching criminal conspiracy. All the three were convicted for life in the case in 1998,” Yadav said.
According to police, he appealed against the conviction before the Punjab and Haryana High Court and during the pendency of appeal, he was granted bail by the Supreme Court in 1999.
“After his release on bail, he absconded and shifted to Delhi along with his family. Conviction of accused persons was upheld by the High Court of Punjab and Haryana,” official said.
Vipan stayed in Delhi at several places and was currently residing at Shalimar Bagh area with an assumed name of Vinayak Kumar to conceal his identity.
“Vipan has got prepared several forged documents such as two forged driving licenses, purportedly issued one from Transport Authority, Ludhiana and other from Delhi in the name of Vinayak Kumar.
“He has also got prepared an Identity card showing himself as Advocate Vinayak Kumar, purportedly issued by Bar Association of Ludhiana. He was also involved in supply of illicit liquor,” Yadav said, adding that Punjab Police has been informed in this regard.
