No restrictions?
Social media which emerged as a major tool of communication worldwide today stands as a mode to disseminate false propaganda against security forces in Jammu and Kashmir. Internet, Facebook, Twitter and other tools though have narrowed down and shrunk the world but has become a potent tool to foment violence and agitation. The restrictions on use of social media some may see as throttling the freedom of speech but is it not necessary for the user to have some sort of check on the content flow to maintain a balance or is it that user can violate all norms with impunity and cry foul. Of late ISI has been using social media as a tool to disseminate false propaganda to foment unrest in Kashmir Valley. The authorities had suspended internet services for several days in Kashmir as a preventive measure to curb rumour mongering on social networking sites after five persons were killed in security forces action during violent protests in Handwara and Kupwara towns last week. Kashmir is a sensitive place where things can change very fast. So in such a scenario, information going around should be very credible and authentic. Irresponsible posts can cause mayhem with lives of the people — as we saw in some cases like Handwara — and also with the economy of Kashmir. The government circular issued on Wednesday has asked WhatsApp news groups’ administrators to get registered and holding them responsible for any “irresponsible remarks leading to untoward incidents”. It also bars government employees from making remarks or comments on the policies of the government in these groups. In the polarized political environment of Jammu and Kashmir such restrictions are seen as a move to suppress the voice of independence. The outbreak of Handwara incident is the fallout of such viral messages. The incident has claimed lives and property besides creating a situation of uncertainty.
