Naib Tehsildar, others land in Vigilance net for fraud

JAMMU:State Vigilance Oragnisation (SVO) on Thursday registered an FIR against Naib Tehsildar Bahu, Jammu, Patwari Halqa Chowadhi and others for entering into conspiracy for fraudulently and dishonestly recording and attesting a mutation.
According to SVO, verification was conducted into the allegations of issuance of Fard Intikhab, recording as well as attestation of mutation in respect of proprietary land belonging to one Rashpaul Singh and possession thereof given on state land. The verification revealed that the officers/officials of Revenue Department namely Rampaul, the then Naib Tehsildar Bahu, Jammu and Shabir Ahmed the then Patwari Halqa Chowadhi, Jammu had, after entering into a criminal conspiracy with beneficiary Rash Paul Singh, son of Teja alias Tej Ram, resident of Chowadhi, fraudulently and dishonestly recorded and attested the mutation No. 2737/Jeem of village Chowadhi Jammu on March 15, 2010 for land measuring 560.8 sft falling in Khasra No.100 of village Chowadhi in favour of above said beneficiary, despite possessing sufficient knowledge that actually beneficiary had physical possession on the State land falling under Khasra No. 96 of village Chowadhi.
The SVO verification further revealed that the officers/officials of Revenue Department had recorded, verified and attested the mutation in respect of proprietary land of accused beneficiary while as accused public servants dishonestly, fraudulently and with ulterior motive to benefit the beneficiary accused knowingly gave possession on State land falling under Khasra No. 96 of village Chowadhi.
By acting in this manner, the aforesaid Revenue officers/officials, by abuse of their official position and in active league with each other and with accused beneficiary and other have conferred undue benefit upon the aforesaid beneficiary thereby caused loss to the state exchequer.
The aforementioned acts of omissions and commissions on the part of public servants namely Rampaul, Shabir Ahmed the then Patwari Halqa Chowadhi and accused beneficiary and others constitute the offences punishable under Section 5(1) (d) read with 5(2) J&K P.C Act Svt. 2006 and Section 120-B, 420, 467, 468 and 471 RPC. Accordingly, FIR has been registered and investigation set in motion.
