Man denied bail for raping mentally retarded

JAMMU: Presiding Officer Fast Track Court Y.P Kotwal rejected bail application of one Bhagwan Dass who was facing trial in rape of a mentally retarded girl.
According to police, on 29th June, 2014 brother of the victim lodged a written complaint that on 27th June, 2014 at about 3:30 PM while he was going to a Khad near to his house, he had seen that accused Bhagwan Dass Baba committing the rape of his sister who is mentally retarded and on seeing him, accused fled from the spot. On the basis of the report police registered an FIR and after completion of investigation Challan was presented.
While rejecting the bail, Kotwal observed that rape is one of the most heinous crimes against a woman and it insults womanhood, violates the dignity of a woman and erodes her honour and it also violates to the life guaranteed under Article 21 of the Constitution of India, with these observations Court rejected the bail.
