LG Kavinder calls for strong measures to tackle emerging “White-Collar” Terror Modules

Stresses rapid adoption of modern tools & training to counter tech-enabled threats

LEH: The Lieutenant Governor of Ladakh, Kavinder Gupta, has called for a strengthened, technology-driven policing framework to counter the rising threat of “white-collar” terror modules-networks that operate through financial routes, logistical systems, and sophisticated planning rather than overt violence.
Addressing the concluding session of the 2-Day State/UT-Level Conference on Dissemination and Implementation of DGsP/IGsP Conference Recommendations 2025, organised by Ladakh Police at the CIBS Auditorium Hall in Choglamsar, the Lt Governor stressed that these covert modules represent an evolving security challenge requiring enhanced intelligence gathering, financial-trail tracking, cyber vigilance, and seamless inter-agency coordination.

Emphasising Ladakh’s unique strategic realities-its harsh climate, limited connectivity and sensitive geopolitical position-the Lt Governor stated that the region must move from conventional policing toward technology-enabled, intelligence-led and community-engaged proactive policing. He highlighted the need for accelerated adoption of modern investigative tools, advanced training modules, and data-driven decision-making to ensure the police force remains fully equipped to tackle emerging, technology-enabled threats.
The Lt Governor also underscored the growing concern of radicalisation, urging the police to strengthen community engagement, awareness drives, educational outreach and early-intervention mechanisms to safeguard youth and preserve Ladakh’s social harmony. Outlining a comprehensive roadmap for “Surakshit Ladakh,” aligned with the national vision of Viksit Bharat, he said that the region’s security architecture must rest on robust intelligence systems, cyber vigilance, AI-driven monitoring, geospatial technologies, advanced communication tools and strong community partnerships. He added that continuous upskilling through structured training programmes, field exercises and digital learning platforms such as iGOT is essential for making the force adaptable and resilient.
Recognising Ladakh Police’s crucial role in tourism management, public order and border security, he stressed that tourist safety and vigilant border policing are vital to the UT’s security and economic growth. Calling the conference “action-oriented and outcome-focused,” he urged officers to frame measurable and implementable recommendations, reaffirming full support from the UT Administration.
Earlier, DGP Ladakh Dr. SD Singh Jamwal briefed participants about the All India DGsP/IGsP Conference 2025 held in Bhubaneswar and shared key recommendations relevant to Ladakh. Principal PTC Stongsar Altaf Shah presented the conference summary, while Vikas Kumar, in-charge DIG Leh-Kargil Range, detailed the objectives. Staff Officer to DGP, Shri Farhan Jahanzeb Naqash, delivered the vote of thanks. Among those present were IG NWF ITBP Akun Sabharwal, Principal District and Sessions Judge Leh Spalzes Angmo, senior police officers, judicial officers and resource persons.
