Judicial Academy organises refresher course for Admn officers

Srinagar: In order to acquaint and get clear understanding of the provisions of the High Court Rules, Writ Proceedings Rules, LPA Rules, J&K Financial Code and Civil Service Rules to the Registry officers of the High Court Srinagar wing and Main Wing, State Judicial Academy organized a refresher course for Administrative Officers (from the rank of Section Officers/Assistant Registrars/Deputy Registrars and Joint Registrars) of High Court here on Tuesday. The programme was organised on topics ‘Ethics and Conduct including behaviour with advocates, litigants, visitors, seniors, subordinates and colleagues and their functions and duties as ministerial official; Drafting, official noting and letter writing; Maintenance of files, judicial record and writing of status in files submitted to the court and follow up of directions of Court; High Court Rules, LPA Rules and Writ Proceeding Rules; and J and K Civil Service Regulations, J and K Civil Service (Classification, Control and Appeal) Rules, Financial Code and Leave Rules’.The programme was organised under the patronage of Chief Patron of State Judicial Academy, Justice N. Paul Vasanthakumar, Chief Justice, High Court of Jammu and Kashmir and Committee of Judges, State Judicial Academy (Justice Muzaffar Hussain Attar, Chairman and Justice Hasnain Masoodi, Member). Resource persons for the programme were Mohammad Yousuf Wani, Registrar Judicial, High Court wing, Srinagar, Dr. M.A Khan, Professor from IMPA and Haroon Rashid, Ex. FA/CAO, Finance Department. The programme was conducted by Pawan Dev Kotwal, Director, State Judicial Academy, who deliberated on the need for such refresher programmes for the Administrative Officers of the High Court. Mohammad Yousuf Wani in his lecture on explained exhaustively the rules and regulations governining the office procedure and enlightened them regarding ways and means which they can adopt while dealing with judicial files. He exhorted them to go through the rules framed by the High Court in High Court Rules, Writ proceedings Rules, LPA Rules giving detail procedure to be adopted.
The second session was dealt by Dr. M.A Khan, Professor nominated by IMPA, who developed skills of the registry officers in drafting official noting and letter writings and gave them practical training on the subject and official procedure. In the third and last session, Haroon Rashid, Ex FA/CAO, Finance Department enlightened the participants regarding ways and means which they can adopt while dealing with financial matters and reminded them about their powers, duties and responsibilities in the discharge of their functions and explained practical applications of various provisions.
