JAMMU: The Jammu and Kashmir Board of School Education (JKBOSE) was forced to postpone the Class 12 annual examination on Wednesday after the Class 12 students of Physical Education subject were served question paper from Class 11 syllabus across the Union Territory (UT).
The J&K BOSE authorities tried to hush up the matter by collecting the question papers. However, the UT government, terming this incident as big blunder, has ordered inquiry into the matter.
For inquiring over the wrong question paper by J&K BOSE, the J&KL UT government on Wednesday afternoon constituted two members committee.
As per order issued by Dr. Piyush Singla, Administrative Secretary, School Education Department, the two members committee comprised of Director School Education, Kashmir and Director School Education, Jammu.

Two-member panel consisting of Director Education Jammu/Srinagar to submit report in 7 days and fix responsibility for negligence at Supervisory/Administrative level

Reliable sources said, the committee shall enquire into the incident of wrong distribution/printing of Class 12 question paper of Physical Education subject.
The order stated, “The committee shall look into circumstances of the cancellation of the examination and fixing of the responsibility for negligence at supervisory/ Administrative level”.
“The committee shall co-opt any Chief Education Officer (as required) /other officer and submit its findings/ report to the Administration within seven days,” it added.
An invigilator said the Class 12 Physical Education students were not mistakenly given question papers of meant for class 11 due to packaging error. Actually, the question paper setter for class 12 and its moderators and rechecking officers did this blunder. How the question paper of class 12 was set from Class 11 syllabus? questioned the invigilators deployed at various exam centres.
A senior teacher and former president of teachers association Satish Sharma said, “It’s big blunder of J&K BOSE and they tried to hushup the matter. In today’s exam, class 12 students of Physical education were served question paper set from class 11 syllabus”.
“After raising hue and cry by the class 12 students appearing in the exam, the board authorities came to know about the blunder of their senior officials and immediately postponed the paper”, Sharma said. On the spot ,the board authorities collected all the question papers from the entire J&K UT exam centres to avoid its circulation in the public domain. It reflects dereliction of board authorities clearly, he added. “If such a blunder would have done by any official of Education Department then the concerned officials would have been placed under suspension immediately without any hearing,” the ex-president of teachers association said. In 2017, some officials of Education Department were suspended in Kathua for opening wrong question paper of class 12 (English) without hearing their grievances. But the JKBOSE authorities today managed to hide the whole episode smartly in no time, the ex-president of teachers association Satish Sharma said. Here it pertinent to mention that to control the paper leakage of JK BOSE papers and its wrong distributions, the government has already engaged police department in the exam system. All bundles of question papers are deposited in concerned police stations. The concerned Exam Superintendents have to collect the question papers from concerned police stations on each day of exam. However, today it was not the matter of wrong distribution or collection. The Class 12 paper of Physical Education was set from Class 11 syllabus exposing the internal mismanagement in JKBOSE.
