J&K first State to geo-tag 80000 RDD assets Govt to constitute Law Commission to review redundant laws

JAMMU: Minister for Rural Development, Panchayati Raj, Law and Justice, Abdul Haq on Thursday said that the government is soon going to constitute a Law Commission to review some of the laws which have become redundant over a period of time to improve the justice system in the state.
Winding up the discussion on demand of grants for Rural Development, Panchayati Raj, Law and Justice in the Legislative Assembly, the minister said that after a careful review, the government will ascertain the viability and applicability of laws in the present times and will delete ‘obsolete’ laws from the statutes. The government will further mull amending some laws based on the recommendations of the Law Commission.
Minister said during the last financial year department introduced some new laws or amended some existing laws which include JK Cluster Universities Act, JK Entertainment Act, JK Members, Ministers and Ministers of State Salaries and Allowances (Amendment) Act, JK State Legislature Members Pension (Amendment) Act, JK Public Premises (Eviction of unauthorized Occupants) (Amendment) Act, JK State Commission for Backward Classes (Amendment) Act, JK Brick Kilns (Regulation Amendment), Chute Funds Act, JK General Sales Tax (Amendment) Act.
Minister said the department has recently appointed eleven District Litigation Officers in different Districts of the state which will help in monitoring the State Litigation at District level in accordance with the State Litigation Policy.
Winding up the discussion on demand of grants for Rural Development, the minister said several measures have been adopted to make the functioning of the Department accountable and transparent, with the aim that the benefits of the schemes would reach the rural areas well in time.
Durable assets have been created under MGNREGA in the villages and to increase the road connectivity besides providing employment to the people. He said for the first time, Yak enclosures were also constructed in Leh under MGNREGA besides, creating assets, breaking the tradition of constructing lanes and drains only.
He said J and K State is the first State in the country to have achieved the target of geo-tagging of the assets created under MGNREGA.
He said so far 80,000 assets have been geo-tagged and the State has been shortlisted for the national award for achieving this impressive target.
Later, the House passed the grants of Rural Development & Panchayati Raj and Law & Justice, Department for the year 2017-18, which were moved by the Minister, amounting to Rs 284375.08 lakhs with voice vote.
