House passes 7 Bills, returns 3

SRINAGAR: Ten Bills were moved today in the Upper House by various Ministers out of which seven were passed with voice vote after brief discussions. Three bills were returned after consideration.
The bills which were passed included A Bill to amend the Jammu and Kashmir Brick Kilns (Regulation) Act, 2010 (L.A. Bill No. 10 of 2016)” moved by Minister for Consumer Affairs and Public Distribution Choudhary Zulfkar Ali.
A Bill to provide for the regulation of chit funds in the State and for matters connected therewith (L.A. Bill No. 11 of 2016)” moved by Minister for Finance Dr Haseeb A Drabu. He also moved “A Bill to amend the Jammu and Kashmir General Sales Tax Act, 1962 (L.A. Bill No. 12 of 2016)”.
A Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 (L.A. Bill No. 7 of 2016)” moved by Minister for Rural Development and Panchayati Raj Mr Abdul Haq.
A Bill to amend the Jammu and Kashmir State Commission for Backward Classes Act, 1997 (L.A. Bill No. 8 of 2016)” moved by Minister for Social Welfare, Mr. Sajad Gani Lone.
A Bill to amend the Jammu and Kashmir Public Premises (Eviction of Unauthorized Occupants) Act, 1988 (L.A. Bill No. 4 of 2016)”moved by Minister for Rural Development, Law, Justice and Panchayati Raj, Mr. Abdul Haq on behalf of Minster for Revenue Relief and Rehabilitation and A Bill to amend the Jammu and Kashmir Civic Laws (Special Provisions) Act, 2014 (L.A. Bill No. 6 of 2016) moved by Minister of State for Housing and Urban Development, Ms Asiea Naqash.
The bills which were returned after consideration included a Bill to amend the laws governing the salaries and allowances of Members, Ministers and Ministers of State Legislature (L.A. Bill No. 13 of 2016) and a Bill to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984 (L.A. Bill No. 14 of 2016) moved by Minister for R&B, Mr. A. R. Veeri and a Bill to provide for the levy of an Entertainment Duty in respect of Admission to Public Entertainments and matters connected therewith or incidental thereto (L.A. Bill No. 9 of 2016) moved by Minister for Finance, Dr. Haseeb Drabu. These bills were unanimously passed by voice vote and returned.
Earlier, Secretary Legislative Council Abdul Majid Bhat read out a message received from Legislative Assembly regarding the bills which were passed by the Legislative Assembly in its sitting held on June 30, 2016.
