Guv reviews SVC’s half yearly progress report

JAMMU: Governor N. N Vohra on Tuesday reviewed State Vigilance Commission’s (SVC) work done from 1st July, 2016 to 31st December, 2016 related to disposal of complaints by the Commission; disposal of verifications, Preliminary Enquiries, Joint Surprised Checks and FIRs; and cases pending trial before Special Courts.
Raj Bhavan Spokesman recalled that Governor had recently complimented the then Chief Vigilance Commissioner, Kuldeep Khoda, for the significant work done by the State Vigilance Commission. Governor had advised that the Commission should regularly monitor all pending enquiry and prosecution cases, take required steps to enhance awareness amongst people and encourage them to report every case of dishonest functioning by a public servant and provide quarterly progress reports to the Governor’s Secretariat.
As per information provided regarding SVC’s work during the aforesaid six months period, the Commission received 343 and disposed off 349 complaints while as the total number of complaints disposed off from its inception till 31st December, 2016 is 3,974 and the total pendency, as on 31st December 2016, is 368.
During the aforesaid period, 227 verifications were initiated by the SVO; 17 were referred for departmental enquiry; 14 were converted into FIRs; 66 were closed as not proved and 1,132 verifications were pending, as on 31st December, 2016.
As far as Preliminary Enquiries are concerned, 2 enquiries were initiated; 4 were referred for departmental enquiry; 6 were converted into FIRs; 4 were closed as not proved and the total pending is 47, as on 31st December, 2016.
As far as Joint Surprised Checks are concerned, 25 JSCs were initiated; 1 was referred for departmental enquiry; 12 were converted into FIRs; 10 were closed as not proved and the closing balance is 117, as on 31st December, 2016. 26 FIRs were registered during the period; 15 were sent for grant of prosecution sanction; the closing balance is 275, as on 31st December, 2016. A total of 497 cases are pending trial in Special Courts.
The Spokesperson informed that Governor has expressed concern about the pendency of any matter in the Commission and in-action on part of the State Government with regard to any report/recommendation made by SVC, from time to time. In this context, he has urged CM Mehbooba Mufti to direct time bound action by all the concerned Administrative Secretaries on the Commission’s recommendations, for promoting transparency and accountability in the functioning of the entire governmental machinery.
