Govt cancels PRCs of senior PSU executive, children

JAMMU: Jammu and Kashmir Government has cancelled Permanent Resident Certificate (PRC) of a senior executive of a Public Sector Undertaking and his children, saying the family did not belong to the State.
The action comes precisely after one year of the registration of FIR 19/14 against Suresh Kumar Rekhi, DGM JKPCC and others by the State Vigilance Organisation. Sher Singh, the then Assistant Commissioner (Revenue) Jammu, Sanjay Gupta, the then Assistant Settlement Officer Jammu and Mahesh Sharma, the then Naib Tehsildar (T) Jammu have also been booked in the case.
During the course of investigation it surfaced that Suresh Kumar Rekhi, putting up at Sain Enclave, Talab Tillo Jammu, despite not being a permanent resident of Jammu and Kashmir State managed his entry into government service in 1991.
The accused public servant was found to have joined JKPCC on consolidated basis and it became evident that except date of birth recorded in his service book nothing had been written as verified. As per the communication of Company Secretary JKPCC, vide Letter No.PS/MD/6767-69 dated 19.11.2013, the accused public servant procured State Subject Certificate in November, 2013 and his age was shown 48 years which clearly proved that Rekhi had not produced PRC at the time of his initial appointment in JKPCC in March, 1991.
The accused Revenue officers, namely Sher Singh, the then AC (R) Jammu, Sanjay Gupta, the then Assistant Settlement Officer Jammu, Mahesh Sharma, the then Naib Tehsildar (T) Jammu, by misuse of their official position and with dishonest intention, conferred illegal benefit /pecuniary advantage upon Suresh Kumar Rekhi while issuing PRC in his favour.
According to an order, the Assistant Commissioner (Revenue) Jammu vide letter No. DCJ/PRC/C/912-13 dated 11th January 2014 had recommended cancellation of PRCs issued by the Assistant Commissioner, ( Revenue), Jammu vide his office No. 1023/PRC/2013-14 dated 5th November 2013 in favour of Suresh Kumar Rekhi, son of Om Parkash Rekhi, Sparshika Rekhi and Ridham Rekhi both daughter and son of Suresh Rekhi, all residents of Gole Gujral, who had obtained the PRC by unfair and fraudulent means by misrepresentation and concealment of material facts.
On August, 5, 2013, a surveillance team of SVO had conducted a verification into the allegations of corruption and illegal practices adopted by Suresh Kumar, who had amassed wealth disproportionate to his known source of income.
In this case, FIR 12/2013 under section 5(1) (e) read with 5(2) J&K Prevention of corruption Act Police Station Vigilance Organization Jammu was registered. The case is under investigations.
