JAMMU: Acting on the Supreme Court ruling, Jammu and Kashmir Government has constituted a State Level Supervisory Committee (SLSC) to monitor and review the criminal cases wherein convicts, sentenced to imprisonment by the Courts, remain at large either on account of non-execution of the warrants or failing to surrender.
The Administrative Secretary Home Department has been designated as the Chairman of the Committee, with Director General of Police, J&K, Administrative Secretary, Department of Law, Justice & Parliamentary Affairs and Secretary, State Legal Services Authority as members.
The Government order states that in compliance with the Supreme Court of India’s order dated 23rd July, 2014 passed in Criminal Appeal No. (s) 14-16 of 2009 titled Lallan Singh and Others Vs State of Uttar Pradesh, the sanction has been accorded to the constitution of a State Level Supervisory Committee, headed by Administrative Secretary Home.
The order states that the committee shall monitor and review, on six monthly basis, the criminal cases in which the convicts, despite having been convicted and sentenced to imprisonment by the Court(s), remain at large either on account of non-execution of the warrants by the executing agencies or do not surrender after their final appeals are disposed of as the case may be.
The committee will also suggest measures to ensure that those convicted are apprehended and sent behind the bars to serve out the sentence.
As per the directions of the Supreme Court, the four members committee will also submit a biannual status report to the Executive Chairman of the State Legal Service Authority to take further necessary action in the matter.
“The above committee shall be in addition and not in substitution of any existing mechanism at the district level,” the government order adds.
