KULGAM: Returning Officer, Kulgam Assembly constituency, who is also state level master trainer on Monday imparted comprehensive training to expenditure monitoring teams detailed on election duty in four assembly constituencies of Kulgam district.
The training programme was held under the supervision of District Election Officer Kulgam.
In a power point presentation, the Returning Officer explained in detail the modes of illegal expenditure and the role of monitoring teams to stop such electoral mal- practices and offences and were directed to ensure that the instructions of the ECI are adhered to in letter and spirit.
The Returning Officer also threw light on filling up of formats set by the ECI while covering the election events, political rallies and meetings, saying every video footage has to be preserved as evidence in the Election Folder.
The Assistant Expenditure observers were sensitized about the importance of maintaining shadow observation registers where all the details of expenditure incurred by the candidates is accounted properly besides tally such registers with the expenditure registers of the candidates while carrying out inspection of their registers and any discrepancy in this regard be brought to the notice of the concerned Returning Officer.
