Discussion on building bylaws now on July 10: Jammu Mayor
Former Mayor demanded discussion on lanes-drains but left House with others who always demand conduct of GHM

JAMMU: Jammu Mayor and General Secretary of All India Mayors Council, Rajinder Singh informed that proceedings of General House Meeting (GHM) were on Tuesday started at 12 noon and concluded at 6.45 pm.
He said that the House was to carryon previous proceedings to discuss and pass building bylaws which shall be of immense benefit to the people of Jammu.
“Passing of building bylaws would end Inspector Raaj, will double asset value of lands with building permissions, residential areas with narrow streets of less than 10 ft width may also get building permission, bifurcation of plots would be made easy for housing board colonies, will have provisions to clear land titles along with many other provisions,” he maintained adding, “But our former Mayor Chander Mohan Gupta stood up and said that building bylaws are not so important so issues of lanes-drains should be discussed first.”
“Despite my insisting on the importance of building bylaws Gupta contested his point and I went for voice vote from other Councillors and when the majority said that discussion on building bylaws should be postponed and questions should be taken today I followed the principles of democracy, I supported the view of majority and took the questions pertaining to daily issues of the people,” the Mayor continued.
He said that as building bylaws are very important the House will discuss and pass them on July 10, 2023.
Sharma also said that building bylaws are needed to be passed else people may suffer in their absence.
Sharma informed that the House was again adjourned for lack of quorum today also as only 23-24 Councillors were left and even the former Mayor Gupta had left along with those who repeatedly demanded conducting of GHM.
The Mayor also said that resolutions are okayed for the business of the House by a 10 member Procedure and Conduct of Business Committee of which Dwarka Chowdhary, Chief Whip of Congress is also a member.
“Questions and resolutions okayed by this committee are taken for business of the House and resolution of Dwarka Chowdhary was not okayed by it,” he further said adding: “In protest of this Dwarka Chowdhary walked out but other Congress members did not went with him and after an hour he called them on phone and they one by one left the House.”
