CM’s grievance cell—a white elephant being taken for ride by Babus

This letter is in reference to news items published in various newspapers dated 12th and 16th December 2016 captioned ” CM’s Grievance Cell is mere eye-wash, A toothless information providing agency for common people with huge load on state exchequer” and ” CM’s Grievance Cell in shambles, trying to justify its incompetence” in which the incompetence and irregularities in the State’s premier grievance redressal agency in fighting against gross corruption prevailing in State Financial Corporation were highlighted.
But still there is no respite to the redressal of Complaint Nos. 62561, 62576, 62578 and 63133 that were lodged in the CM’s Grievance Cell regarding a serious and grave case of corruption against State Financial Corporation’s then Managing Director Ejaz Iqbal and other officials although vigilance has proved the case against all the corrupt and tainted officials vide FIR No. 07/2011 in Police Station VOJ in which the faulty and manipulated auction of M/S Anand Bricks Pvt. Ltd and M/S Jammu Ceramics Pvt. Ltd. located at Kangrail, Mishriwala Jammu has been established.
Just to face-lift its incompetence and irregularities, a meeting was conducted by the CM’s Grievance Cell officials on 13th December 2016 after publication of its failures in providing justice to the aggrieved in various newspapers on 11th and 12th December 2016 respectively under the caption”CM’s Grievance Cell is mere eye-wash: A toothless information providing agency for common people with huge load on state exchequer”.
Despite much hype, one month has passed after the so-called meeting, but no respite has been provided to the aggrieved waiting for justice from the State’s premier grievance redressal agency.
Still all the complaints are pending in the CM’s Grievance Cell portal despite lapse of more then months and repeated reminders to Finance Department, Revenue Department and Vigilance Organisation by the officials of CM’s Grievance Cell. The Babus are taking the CM’s Grievance Cell for a ride by just ignoring the reminders.
The CM’s Grievance Cell in itself is not time bound and disciplined, then how can discipline and time management be expected out of other departments. This can be gauged from the fact that the reminders which ought to be given after 10 days as per the Standard Operating Procedure (SOP) are given haphazardly after a month or 25 days throwing all norms to wind setting an example of incompetence and indiscipline to other departments by the officials sitting at the helm of the affairs in the CM’s Grievance Cell.
This is the plight of ‘The Chief Minister’s Grievance Cell’ which is much hyped on social media for its time bound and fair practices of providing justice to the aggrieved against the corrupt practices of various government departments but in reality its a flop show depicting the laidback and incompetent attitude of the officials sitting at the helm of the affairs in the State’s premier grievance redressal agency right under the direct preview of CM Mehbooba Mufti.
