CB Jammu charge-sheets 9 for encroachment of Govt land

JAMMU: Economic Offences Wing, CB Jammu on Wednesday charge sheeted 9 accused for their involvement and criminal conspiracy for encroachment of State Land 11 Marlas, belonging to Irrigation department, and establishment of business units like a building and petrol pump at village Rakh Dhok Jourian, Akhnoor, Jammu.
The accused in case FIR No. 84/2016 under section 420, 447-A, 120-B RPC, r/w 5(2) P.C Act P/S EOW, CB, Jammu have been identified as Swarn Singh, son of Jhandu Ram; Manjeet Singh, son of Swarn Singh both residents of Ward No. 06 Jourian, Tehsil Jourian, District- Jammu; Jai Paul, the then XEN Irrigation Division Akhnoor, son of Sai Dass, resident of H. No. 08, Lane No. 05, Pandoka Colony, Paloura, Jammu; Ashok Nanda (the then AEE Irrigation Division Akhnoor), son of Late Sh. C.L. Nanda, resident of 1/6, Green Enclave Rehari, Colony, Jammu; Krishan Lal, son of Mahin Ram, resident of Rattanpur, Jourian; Guldev Raj, son of Baisakhi Ram, resident of Pandori Manhasa, Bishnah, Jammu; Baldev Singh, son of Dhama Ram, resident of Ward No. 5, Tehsil Jourian; (S.No. 5 to 7 then posted Incharge Ziladar Irrigation Division Akhnoor); Randeep Singh (the then work supervisor Irrigation Division Akhnoor), son of Uttam Singh, resident of H. No. 147, Agore, Bhalwal, Jammu; and Jagat Ram (Now Expired), son of Pukhu Ram, resident of Chak Bhagwan, Jourian.
The case owes its origin to a written complaint lodged by Aman Choudhary, son of Darshan Lal, resident of H. No. 38-B Friends Lane Talab Tillo, Jammu alleging therein that one Manjeet Singh and his father Swarn Singh, son of Jhandu Ram, both residents of Jourian, District-Jammu have constructed building which they have given to SBI on rent and also installed a Petrol Pump on the State land, belonging to Irrigation Department, encroached by them with the connivance of the Revenue Department, Irrigation Department and the Hindustan Petroleum Company Ltd. situated at D6-A Canal of Irrigation Department, Jourian. The complainant further alleged that the above said accused with intention to cause wrongful loss to the state had managed to obtain fake and fraudulent title over the land for establishing business concerns.
On receipt of the complaint, a preliminary verification was initiated with the prior approval of Crime Headquarter J&K to probe into the matter. During the course of PV, the allegations were prima-facie established and the instant formal case was registered for in depth investigation. During the investigation documentary/oral evidence were collected, together with the circumstantial evidence. The offences U/S 420, 447-A/RPC have been established against accused mentioned at S.No. 1 and 2 and offences under section 120-B, RPC, 5(2) P.C Act 2006 Svt. stand proved against the accused persons mentioned at serial No. 3 to 9. The charge sheet produced in the Court of law for judicial determination.
