JAMMU: Economic Offences Wing – Crime Branch Jammu charge-sheeted five culprits in case FIR 28/2019 registered under sections 420,467,468,471,170,171,120-B /RPC P/S Crime Branch Jammu for inducing and duping unemployed youth with the promise to appoint them in Indian Army and Military Engineering Services (MES) and duping them of their hard earned money, amounting to Rs. 67 Lakh.
The Charge-sheet was produced in the Court of law for judicial determination against the five accused after allegations of cheating and criminal conspiracy involving peculiar modus operandi were established against them.
The accused include Kulbinder Singh alias Vicky, son of Karnail Singh, resident of village Deharan Tehsil Bhalwal District Jammu; Sunil Singh alias Ricky, son of Karnail Singh, resident of village Deharan Tehsil Bhalwal District Jammu; Vishal Bhagat, son of Subash Chander, resident of Lale-da-Bagh Lower Barnai, Jammu; Prem Paul, son of Gharu Ram, resident of HariaChak Tehsil Marheen District Kathua and Bindiya Bahu, wife of Kulbinder Singh, resident of village Deharan Teshil Bhalwal District Jammu at present H.No.01 near Shark Gym Jaggi Darbar Ploura. The case was registered on the basis of a written complaint lodged by Mohinder Kumar, son of Nek Ram, resident of Shamachak (Jhiri) Jammu and others wherein the complainants alleged that the accused Kulbinder Singh, son of Karnail Singh, resident of Deharan Akhnoor road near Mishriwala Jammu who was dismissed from Indian Army, lured youth of Jammu by impersonating himself as Army Colonel and collected huge amount for recruiting them in Indian Army. The said accused allegedly issued fake appointment orders in favour of the innocent youth after taking huge amount of money from them and finally cheating them.
In accordance with the procedure in vogue a preliminary verification was initiated with the prior approval of Crime Headquarters J&K to conduct probe into the matter. The allegations were prima-facie established in the PV and the instant formal case was registered for in-depth investigation. Relevant record was seized including Rs. 50,000, statement of witnesses recorded u/s 161. Cr.PC and 164 Cr.PC, Scientific, circumstantial and other material evidence was gathered and the offences were proved against the prime accused Kulbinder Singh and others for luring and duping the innocent youths on the pretext of providing job to them in MES, Indian Army etc.
