JAMMU: Commissioner/Secretary to Government, Agriculture Production Department, J and K, Mohammad Ashraf Bukhari reviewed the functioning of Agriculture, Horticulture, Sericulture, Horticulture (Marketing & Planning) and Command Area Development Departments at Jammu today.
During the meeting he dwelt at length on the timely implementation of various development schemes being run by respective departments.
The aims, objectives, scope and nature of projects being implemented by the Departments were discussed in detail wherein Bukhari stressed upon judicious and timely utilisation of funds and desired that proper documentation should be done, right from pre-execution (Planning) stage for formulation of realistic and comprehensive plans at Panchayat, Block and District level. He advised regular reporting of schemes; photographs of activities and progress of achievements through print and electronic media for wide publicity among the farming community.
It was emphasized that the assistance envisaged for provision and actually provided to farmers should be put on public domain, so that the rightful claimants get the benefits in time and as per guidelines of the scheme. He called for convergence among all allied departments so that the physical and financial resources are utilized judiciously. He made a passionate appeal to change the mindset in favour of transparency in public domain and dedication to duty to resolve the issues of the department by conducting the DPC on the basis of APRs, vigilance clearance and also to resolve the issues of the people for whom the department is working.
Dr. S. S. Jamwal, Director Agriculture, Jammu, Hemant Kumar Sharma (IAS), Director CAD, Jammu, A. K. Sharma, Director Horticulture, Jammu, Dr. Malik Farooq, Director Sericulture, J and K explained in detail the physical and financial achievements for the last five years and preparations for implementation of different programmes of the departments during the current year through Power-point Presentations.
Dr. J. P. Sharma, Director Research, SKUAST (J), M.L Chadgal, Addl Director, Sericulture, Mohammad Rafiq, Director (Finance) (APD), M.R Mattoo, Director (Planning), APD, Joint Director Agriculture (Inputs), Joint Director Agriculture (Extension), Joint Director (SLUB), Joint Director (Fertilizer) also participated in the deliberations Chief Agriculture Officers and Chief Horticulture Officers of all districts presented a detail account of physical and financial progress of different schemes of their respective districts.
Bukhari also inspected the Naturally Ventilated Green House Structure, Mushroom Spawn Production Unit, Horizontal Autoclave Unit and Soil Testing Lab at Agriculture Complex, Talab Tillo Jammu.
